How does someone using a different blockchain delegate to my Cardano node?

If you run a node and choose Cardano as the settlement layer, users who are using blockchain (BNB CHAIN / ETHEREUM) can still delegate to your node. World Mobile facilitates this through the vault, where users can stake their tokens and select an EarthNode Operator (ENO) of their choice, regardless of the blockchain used by the node. The staking rewards will be paid out in the native token of the blockchain they have chosen to delegate.
